| 我家一直通过海关，并熏蒸木质包装的，可***近客人提出了下列问题，那位遇到过，请解答：
Page 1.
this is to let you know that lately we have had many problems when it comes to the containers clearance due to the fact that it seems that a document is always missing (official phytosanitary certificat fumigation certificate etc)
we are aware that most of the times you all the documents required but sometimes it's not good enough, the documents that you send us have to be ratified with its equivalent national phytosanitary document.
all these paperwork is a waste of time (the containers being put aside for over 5 days at the port ) and a waste of money that we can't not afford if we want to keep doing business.
due to the above mentioned reasons we felt necessary to have ameeting with our forwarder at the customs house in barcelona port so from now on the containers can be dispatched with neither delays or problems.
we have been informed about all the requirements you need to include in our deliveries, and they are as follow:
for all deliveries made from china, you need to include:
1, the fumigation certificate expedified for an official statement.
2, the containers must be marked as fao's demanding, for checking that wooden pallets have been fumigated.
3, a picture showing the marks's above and the number of each container.
we also include the paragraph of the "international standards for phytosanitary measures.
guidelines for regulating wood packaging material in international trade" as well as afragment concerning this point that was published in b.o.e (spanish hansard)

In section 1 of part A of enclosure IV it will be added the following point 2:
2.-Wood packing material such as pallets,crating,pacding blocks,cases,drums,load board,pallet collars and skids used for all sorts of goods transformed o manufactured that have been created using glue,heat or pressure as well as a combination of these methods,coming from third countries,except Switzerland.
Wood packaging must be:
Manufactured with wood roll barked and adjust itself to the approved measures specified in Annex I publication number 15 of International Regulation for the FAO Phytosanitary Measures "Guidelines to regulate the wood packing used in international trade".
It should display a mard that enchose the following:
The country's 2 letters ISO code,a producer indentity code and the code of the approved measure appiied to the wood packaging
Incineration
Complete burning
Burial
Deep burial in sites approved by appropriate authorities. (Note: not a suitable disposal option for wood infested with termites),The depth of the burial may depend on climatic conditions and the pest, but is recommended to be at least 1 metre. The material should be covered immediately after burial and should remain buried.

Processing
Chipping and further processing in a mannet approved by the NPPO of the importing country for the elimination of pests of concem ( *域名隐藏* cture of oricnted strand board).
Other mcthods
Procedures endorsed by the NPPO as effective the pests of concem.
The mcthods should be applied with the least possible delay.

Heat treatment(HT)
Wood packaging matcrial should be heated in accordance with a specific time-temperature schedule that achieves a minimum wood core temperature of 56 for a minimum of 30 minutes.
Kiln-drying(KD),chcmical pressure impregnation(CPI), or other treatments may be considered HT treatments to the extent that these meet the HT specifications. For example,CPT may meet the HT specification through the use of steam, hot water, or dry heat.
Heat treatmcnt is indicated by the mark HT.(see Annex 11)
Methyl bromide (MB)fumigation for wood packaging material
The wood packaging material should be fumigated with methyl bromide. The treatment is indicated by the mark MB. The minimum standard for methyl bromide fumigation treatment for wood packaging matcrial is as follows:

The minimum temperature should not be less than 10 and the minimum exposure time should be 16 hours.
