呵呵，是我孤漏寡闻了。出口到非洲的确需要CTN,每个集装箱需要出一份，散货是300吨出一份。而且需要到***的地方申请，上面说明货物的情况。这个CTN船公司应该很清楚，你问他到哪里办理.下面是我在网上找到的资料，你可以参考一下
You are probably aware by now of the requirement of the BSC (Bordereau de suivi des Cargaison) or CTN (Cargo Tracking Note) for all shipments importing to BENIN and TOGO as per ministerial order No. 004/MTPT/DC/SG/CN/CNCB/SA issued by the Republic of Benin & a decree no. 2001-066/PR (ministerial order no. 007/MTRH/2000) issued by the Republic of Togo. You will note the subsequent decree no. 2005-612 of the September 28th, 2005 for BENIN will cover following information (translation) :
CARGO TRACKING NOTE FOR BENIN
We inform you about the application from november 1st, 2005 (date of departure of vessel) of the decree n° 2005-612 of the september 28th, 2005 :
We draw your attention on the following articles :
Art 8 : The cargo tracking note is now due for the fulfillment of customs formalities in Benin.
Art 9 : For the containers : 1 note per container (and not any more per B/L)
For RO/RO : 1 note per vehicle (and not any more per combination of vehicles)
For breakbulk : 1 note per 300 tons
Art 10 : Any defect of presentation of the cargo tracking note constitutes an infringement with the regulation in force with Benin, and will involve the payment of the document of regularization together with a penalty fixed by ministerial decree.
CAUTION : as from November 1, our services will be able to validate only the documents in conformity with these new regulations. We are FOREMOST LINE PTE LTD., SINGAPORE, the sub-agent of C.N.C.B.
