34.5 If,as a result of the preceding comparision,the lowest evaluated Tender is from Group C ,all Group C Tenders will then be further compared with the lowest evaluated Tender from Group A ,after adding to the evaluated Tender price of the imported goods offered in each Group C Tender , for the purpose of this further comprision only;
a) the amount of customs duties and other import taxes that a nonexempt importer would have to pay for the importation of goods offered in each Group C Tender;
or
b) fifteen (15) percent of the CIF (or CIP border point of CIP named place of destination, as the case may be) Tender price of such goods,if the customs duties and taxes exceed fifteen (15)percent of the CIF  (or CIP border point of CIP place of destination) price of such goods;
