造纸术是中华民族的四大发明之一，是人类文明史上的重要成果。当今纸及纸板的消费水平已成为衡量一个***现代化水平和文明程度的重要标志之一，被国际上公认为“永不衰竭”的工业。近几年，我国的造纸业高速发展，我国纸及纸板消费的总量约为5000万吨，人均消费达38公斤，但是，造纸业也是传统的用水大户,是造成水污染的重要污染源之一.目前,我国造纸工业废水排放量及COD排放量均居我国各类工业废水排放量之首,造纸工业对水环境的污染***为严重,它不仅是我国造纸工业污染防治的首要问题,也是***工业废水进行达标处理的首要问题,据统计我国县及县以上造纸及纸制品工业废水排放量的占***工业总排放量的49.3﹪,牌坊废水中COD约占***工业COD总排放量的44.0﹪.
废纸回用再生成新的纸或纸板，可节约资源能源并减少污染。生产１t纸或纸板平均大约需要3m3木材或2t非木材原料节。采用再生纸造纸将有效的节约自然资源，同时也可以节约投资，投资只相当于同等规模厂的20～30％。另外，生产再生板的原料主要是利用回收的废纸边、废纸箱等废料废纸再生过程所发生的污染明显低于化学浆，甚至低于化学机械浆。
再生纸制浆废水根据生产工艺又分为：脱墨和无脱墨废水，其中脱墨废水污染物浓度更高，但不管是脱墨还是不脱墨废水的处理相对一次纤维制浆废水处理还是比较容易。根据吨纸水耗、生产工艺、原材料及产品的不同其排出的废水污染物浓度也各不相同。脱墨废水的污染负荷50～90kgCODCr/t，不脱墨废水25～50 kgCODCr/t。脱墨CODCr一般1500~5000mg/L，SS为1000～6000mg/L；不脱墨CODCr一般500~1200mg/L，SS为1000～2000mg/L。该再生纸造纸厂生产工艺为脱墨废水，依据《造纸工业水污染物排放标准》(GB3544-2001)，《环境工程设计手册》，《给水排水设计手册》，再生纸造纸废水处理资料及该厂实际情况，采用浅层气浮+SBR工艺的方法对废水进行处理，该工艺对再生纸造纸废水处理效果明显，经处理后能达到***一级排放标准。
+SBR法目前在造纸废水处理中较为广泛运用，也是国外采用较为普遍的方法之一，据资料表明经该工艺处理后基本能达到预期目标，根据该厂实际情况，在+SBR基础上加上超效浅层气浮法能使处理效果更佳，并达到排放标准。
本项目是一项保护环境、造福社会的基础设施项目，本项目的实施有利于提高厂区的基础设施水平，有利于改善厂区及周围环境质量，有利于保护附近江河资源，同时，对于提高厂内及附近地区居民的健康水平和生活质量将起着十分重要的作用。

Wasted paper retrieval and utilization turn into and then new paper or cardboard, can save the energy of resource and reduce pollution . It probably needs 3m3 timber or 2t non- timber raw materials festivals averagly to produce 1 t paper or cardboard. Adopt recycled writing paper papermaking may save investment at the same time effective thrift natural resources, it is only equivalent to an equal scale factory to make the investment 20- 30. In addition , produce regenerated raw materials of board to utilize by the wasted paper that retrieve , waste carton ,etc. waste material wasted paper pollution that regenerated course take place obviously lower than the chemical thick liquid mainly, even lower than the mechanical thick liquid of chemistry.

| ***不可信的就是用翻译软件翻译的，我有用king soft和 *域名隐藏* 2007试着翻译一些句子，结果翻译得狗屁不通。这些软件对词或词组的翻译还是蛮好，但对于句子和文章，千万不要用它来代替你的工作。
