| 原句等同于At any time prior to the deadline for submission of bids the purchaser may modify the bid document by amendment for any reason whether at his own initiative or in response to a clarification requested by a responsive bidder ,不管是由于购方主动或者购方应有意向投标人的要求所做出的澄清等任何原因，只要在呈标截止日之内，购方都可以修改标书。
前半句有些绕口，请各位帮忙修改一下。
