| On 26 December 2016, 11 Chinese ministries published Notification for the effectiveness of Amendment on hexabromocyclododecane (‘HBCDD’) under the Stockholm Convention as regards Persistent Organic Pollutants (POPs). The amendment becomes effective since 26 December 2016. Our HBCDD ban includes: I. The production, use, import and export of HBCDD are prohibited since 26 December 2016, unless otherwise specified in the Stockholm Convention as regards Persistent Organic Pollutants (POPs): 1. A specific exemption for the production, use, import and export of HBCDD in expanded polystyrene and extruded polystyrene (primarily used as flame retardants) in buildings is granted within the validity of registration. In principle, the validity is five years since effectiveness of the Amendment (ends on 25 December 2021). 2. An exemption for the production, use, import and export of HBCDD when used for lab-scaled research or as a reference. II. Great efforts will be made on the HBCDD ban as regards its production, use, import & export. Competent authorities at all levels will punish the violators. In March 2016, EU placed an HBCDD ban under POPs Regulation and set a limit of 100mg/kg for HBCDD in substances, preparations, articles or as constituents of the flame-retarded parts of articles.
