PROJECT TITLE: Criteria of Selecting TCLP & SPLP Test to Characterize Special Waste PRINCIPAL INVESTIGATOR: Chih-Shin Shieh, Ph.D. AFFILIATION: Florida Institute of Technology COMPLTEION DATE: March 31, 2001
I. Works Accomplished During the Proceeding Quarter Works carried out during the second quarter of the project have met the proposed milestones of the project shown in Table 1. The following itemized descriptions are prepared to summarize works conducted during the second quarter of the project. · Analytical program, including instrumental stability, data assurance/control evaluation, reproducibility of instrument performance, and data interpretation, was developed and the procedure of analytical method was established. · Collected samples were digested according to the standard methods and characterized for selected elemental compositions. At present, works are being conducted to compile analytical results into a computer database for future presentation to be given in next quarterly report. Results will be presented in both table and graphic format. · Samples were processed and prepared for TCLP and SPLP tests. Preliminary experiments on the leaching tests were conducted. Testing procedures were examined and verified according to the standard methods. · Members of the TAG on MWC ash suggested the investigation of existing bulk metal in the ash matrix that may affect the results of leaching characteristics of the ash. Accordingly, works will be carried out to determine the effect of bulk metal on the leaching behavior of the ash. Reactivity of bulk metal with TCLP and SPLP test solutions will be determined. · Communications with TAG members on scrap tire have not been very encouraging. In general, the scrap tire industry is not optimistic about the future of the market of recycling scrap tire. Difficulties encountered are the following: firstly, the scrap tire industry does not believe that more studies on waste tire characterization would promote the use of the recycled products; secondly, the industry considers the barrier of market development of scrap tire is primarily because of public perception on the value of recycled products, which affected their willing of spending money on using recycled products; and finally, the cost of the processed waste-tire products are higher than other existing products for similar uses, and thus, has less potential for market competition. · Works were conducted to investigate the status of scrap tire uses in Florida. Table 2 lists the users of scrap tire currently operating in Florida through the year 2000. Categories such as processors/collectors/haulers, recyclers/reprocessors/suppliers, fuel users, recycled products, and professional services are presented in the table. · The website of the project has been created and can be accessed at www(dot) *域名隐藏* /rcwu.
