2.A certificate in duplicate issued by the shipping co***ny confirming that the shipment has been affected by Regular Line Vessel and the vessel is not more than 16 years old on the date of commencecment of loading (except M/ *域名隐藏* Arab Shipping *域名隐藏* ,Kuwait) or that an exemption from this requirement has been granted to the relative vessel by the Qatar Ports. 虽然自己知道大概的意思，可是还是不放心，请大虾们帮帮忙吧~~

需要承运公司开局一个证明货物由正规编队船只运送，且从下水开始船龄不得高于16年《科威特的阿拉伯联邦船运公司除外》或卡特尔港口授权免于类似要求审查的的船只

| 翻译的很不错,有一个小地方更正一下:
NOT APPLICABLE FOR SHIPMENT EFFECTED BY VESSELS OWNED BY ARAB SHIPPING CO***NIES,这句话的意思是:如果运输是由阿拉伯运输公司(ARAB SHIPPING CO***NIES)安排,本条不适用.

| 这一段翻译有两个地方需要修改一下:
1)Regular Line Vessel:是指正常的班轮运输船只
2)not more than 16 years old on the date of commencecment of loading:翻译成:截止到开始装货时,船龄不超过16年, 似乎更确切!
